Would recommend that every package which were build on debug level
enables it with default and everything else disables it.
the <stable/> tag then means disabling tests (by default). So passing
-DROCK_TEST_ENABLED=ON only (and autocratically) to packages which are
not stable (in sense of compilation - not rock-flavor).
(and of course -DROCK_TEST_ENABLED=OFF to every stable package)
